Someone has added info on Wiki STV article stating that Estonia used STV 1990-1992 then switched to party-list PR.

I haven't yet myself read why they switched from what many are calling "Blue-ribbon" PR but maybe the essay explains why.

Note also that in Canada -- in particular western Canada -- STV was once used in 20 cities and to elect MLAs in five cities in Alberta and Manitoba for as much as 30 years.
