if Back To School, then cap class sizes at 15

Ontario NDP state that 15 students should be the maximum size of classes to prevent spread of COVID.

To help make sure that schools are safe to return to, Students and staff need space to distance through the school day.

It seems a prudent rule for Alberta schools as well.
