for DM of 3, clear difference between Hare and Droop emerges at vote tally of 21, 22, or 23.
for DM of 4, clear difference between Hare and Droop emerges at vote tally of 32.
for DM of 5, clear difference between Hare and Droop emerges at vote tally of 50.
for DM of 6, clear difference between Hare and Droop emerges at vote tally of 75.
so for mock election where seat total is flexible:
with vote total of less than 21, DM of 3 would not show difference between Droop and Hare but is kind of the minimum to have full-fledged PR election.
with vote total of more than 21 but less than 32, DM of 3 would use different quota depending if Hare or Droop is used. (Of course the elected representation may not differ because of the use of different quotas.)
with vote total of more than 31 but less than 50, DM of 4 is recommended.
with vote total of more than 49 but less than 75, DM of 5 is recommended.
with vote total of more than 74, DM of 6 would work, but even five is fine for mock election.
