"Open-list party list system" - making single-winner elections more fair and giving voters a choice

when electing one-person position, you can give voters choice as well as fairness.


I mean where party labels are used, such as in presidential elections, 

adopt "open-list party list system" (mash-up of party list and IRV)


each party puts up two candidates,


determine party totals by combining the two candidates' tallies together (or in later stage, just use vote tally of one candidate if one party candidate has been eliminated)

if a party has majority of votes, elect the most-popular of the candidates running for that party.


if no party has majority of votes in first count, votes are transferred from least-popular candidates until a party accumulates a majority of votes,


and then the most-popular candidate of the party with majority support is elected.
