The way to foster misunderstandings and estrangements is to force many voters to compromise, for fear of throwing away their votes, on candidates they do not really want, and to refuse to minorities all representation whatever. The way to foster mutual understanding and co-operation for the common welfare is to provide that all shades of opinion and interest shall be represented in the council justly in accordance with their voting strength as indicated by ballots that express real will.
Justice to all minorities, justice to all shades of opinion, and interest in the majority, and the frequent personal meeting in the council chamber of the true representatives of all - these provisions cannot fail to conduce the co-operation and good feeling. The commonest root of discord is failure to conceive other people’s points of view.
