it is true to say now on June 15 that BC is an hour behind us in Alberta (excepting pars of BC that run on Alberta time)

but is Alberta an hour earlier or an hour later than the majority of BC?

well...

a person who rises in Alberta at 7 o'clock is getting up an hour earlier than someone in BC who gets out of bed at 7 local time.

But at any one time, the clocks in Alberta are set an hour later than the clocks in BC.

so both earlier and later.
