When referendums saw majority in favour of change to PR and from PR

Recent referendums have come down on side of status quo, as unfortunate as that is


But, oddly, historically, at the city level, when STV was considered, many cities held referendums - in almost all of them the vote was in favour of change, then a year or two or even just a period of months later, a vote was held to remove STV and in almost all cases the vote then was in favour of return to non-PR system (Block voting).


Only in referendums in Saskatoon and Regina did most voters vote to retain STV, and then in subsequent referendum about four years later, they did vote to drop it .


and once STV was out, no city has again adopted STV except Saskatoon which brought in STV a second time 1938-1942.


In BC most cities did not hold referendum before bringing in STV

and on the Prairies most cities did hold referendum before bringing in STV.


Outside western Canada, only one city - Ottawa - held a referendum on bringing in PR, in 1915. majority voted in favour but Ontario government vetoed the change anyway.
