Stephen Juba   (1914-1993)

Born as Stephen Dziuba in Winnipeg in 1914. He founded Keystone Supply, a wholesale firm, in 1944. Twice elected as Independent MLA. In 1954 he was one of four elected in Winnipeg Centre - served to 1958. In 1958 he was elected in Logan - served to 1959. Mayor of Winnipeg 1957-1959, 1960-1971 mayor of Greater Winnipeg, 1971-1977 Mayor of Metro-City. Coming out of Winnipeg's multi-ethnic North End, his elections were notice that the WASP control of Winnipeg was over. An opponent of the Unicity scheme. As the Unicity's first mayor, he sabotaged the proposed cabinet government  structure for the Unicity council and forcing the continuation of the Mayor as a strong executive official independent of the city councillors. 1981 ran as Independent in provincial election in Logan district, not elected.

Cherniack,  Saul Mark  on council 1959-1960 NDP

Saul Mark Cherniack served as a trustee on the Winnipeg School Board (1950-1954), councillor for the Town of Winnipeg Beach (1958-1959), alderman on the Winnipeg City Council (1959-1960), and councillor for the Metropolitan Corporation of Greater Winnipeg (1960-1962). NDP MLA 1962-1981. In 1969, the NDP was elected to government. Cherniack was named Minister of Finance. He was the cabinet minister responsible for amalgamating the old City of Winnipeg, which by then was already expanded and renamed "Greater Winnipeg", with its suburbs into a “Unicity”  in 1971.

Joe Zuken Communist   on council 1962-1983

A long-time Communist, Zuken served on the Winnipeg School Board from 1942 to 1962, and was a Winnipeg city councillor from 1962 to his retirement in 1983. He also ran unsuccessfully in the 1945, 1949, and 1953 federal elections, in the 1945 provincial election, and in the 1979 mayoral election.

Born in Ukraine

Called both a “gadfly” and the conscience of city council, Zuken was noted for his concern for the underdog, and never voted for a city budget because he claimed they did not help the poor and unemployed. He was a supporter of low rental housing and a champion of Seven Oaks Hospital. For much of his political career he was attacked for his radical ideas, but by the time he retired from public office, many of his proposals, such as free textbooks for school children, kindergarten, increased public housing, and urban development, had come to be accepted.

1969 new provincial government

In 1969, the NDP was elected to government. Former Winnipeg city councillor Saul Cherniack  was named Minister of Finance. He moved to amalgamate the old City of Winnipeg, which by then was already expanded and renamed "Greater Winnipeg", with its suburbs into a “Unicity”  in 1971.

The mayor of Winnipeg, the largest entity in the proposed amalgamation, opposed the scheme. Oddly enough, Stephen Juba would be elected the first mayor in the new Unicity.

Unicity scheme

NDP government's scheme of A Unicity covering Winnipeg and 12 surrounding municipalities

It was an extension of the amalgamatoion that had produced  the Metropolitan Corporation of Greater Winnipeg only 11 years earlier.

Under the Unicity scheme, there would be a mayor and 50 part-time councillors. Yes, 50! These councillors were  to be elected one in each ward. This was FPTP with a vengeance.


1971 October 6 - Election of the first Council of the new Unified City of Winnipeg. Proportional representation elections replaced by plurality elections every three years, for mayor and councillors.

The NDP, following on party's first-ever urban policy convention last month, ran 39 candidates and endorsed at least three Independents.The Independent Citizens Election Committee was a loose alliance of citizens' group devoted to keeping provincial party labels out of city hall.ICEC ran candidates in 48 wards The Labour Election Committee, the Communist Party's municipal arm, is backed eight candidates, including incumbent City of Winnipeg alderman Joseph Zuken.

Later reductions in size of Unicity council

The number of councillors were reduced to 29 part-time councilors in 1977. [1] It was then further reduced to 15 full-time councillors in 1991 when the Government of Manitoba passed Bill 68. It took effect in the 1992 municipal election and has stayed the same for subsequent elections. [2]
